Our Commitment
The East New Britain Provincial Health Authority (ENBPHA) is committed to ensuring that our website and digital services are accessible to all users, including people with disabilities, people with limited digital literacy, and members of the community using older devices or slower internet connections common in rural and remote parts of East New Britain Province.
We believe that access to health information is a right, not a privilege. ENBPHA strives to provide a website experience that is perceivable, operable, understandable, and robust for the widest possible audience — in line with international accessibility standards and PNG's commitment to inclusive public services.
This Accessibility Statement applies to the ENBPHA website at enbpha.gov.pg and all content published under that domain, including division pages, health information resources, forms, and downloadable documents.
Scope of This Statement
This statement covers the accessibility of the ENBPHA website (enbpha.gov.pg) and its publicly accessible pages. It does not cover:
- Third-party websites linked from the ENBPHA website — users should refer to the accessibility statements of those websites
- Internal staff systems such as the Health Management Information System (HMIS), payroll systems, and HR portals — these are governed by separate accessibility requirements
- Content on social media platforms where ENBPHA maintains a presence — accessibility is subject to those platforms' own standards
ENBPHA is actively working to extend accessibility improvements across all digital touchpoints, including future patient portals and mobile health applications.
Standards We Follow
ENBPHA aims to conform to the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA, as published by the World Wide Web Consortium (W3C). WCAG 2.1 Level AA is the internationally recognised standard for web accessibility and forms the basis for our accessibility goals.
The four WCAG principles we follow are:
- Perceivable: All information and user interface components are presented in ways that users can perceive — including through text alternatives for non-text content, captions for audio/video, and sufficient colour contrast
- Operable: All interface components and navigation are operable by keyboard, and users are given enough time to read and use content
- Understandable: Information and operation of the interface is clear, with readable text, predictable behaviour, and input assistance where needed
- Robust: Content is compatible with current and future user agents, including assistive technologies
We also align with the Pacific Disability Forum's guidelines on inclusive digital communication and the PNG Government's Digital Transformation Policy principles of inclusive design.
Accessibility Features
The ENBPHA website has been designed and developed with the following accessibility features:
- Semantic HTML structure: Proper use of headings (H1–H6), landmark regions, lists, and semantic elements to support screen readers and assistive technologies
- Keyboard navigation: All interactive elements — navigation, links, buttons, and forms — are accessible via keyboard without requiring a mouse
- Colour contrast: Text and background colour combinations meet or exceed the WCAG 2.1 AA minimum contrast ratio of 4.5:1 for normal text and 3:1 for large text
- Text resizing: Text can be resized up to 200% without loss of content or functionality
- Descriptive link text: Links are written with descriptive text that makes sense out of context, avoiding generic phrases like "click here" or "read more"
- Alt text for images: All informational images include descriptive alternative text; decorative images are marked as presentational
- Responsive design: The website adapts to different screen sizes and devices, including mobile phones and tablets — important for users accessing the site on mobile networks in rural ENB
- Language declaration: The page language is declared in HTML to assist screen readers with correct pronunciation
- Focus indicators: Visible focus indicators are provided for keyboard users navigating through interactive elements
- Skip to content: A skip navigation link is available to allow keyboard users to bypass repetitive navigation elements
Conformance Status
ENBPHA is working toward full conformance with WCAG 2.1 Level AA. Our current conformance status across key areas is summarised below:
Known Limitations
While ENBPHA is committed to accessibility, we acknowledge the following known limitations that are currently being addressed:
- Older PDF documents: Some older PDF files (such as policy documents, forms, and annual reports) may not be fully accessible to screen readers. We are progressively remediating these documents as resources permit. In the meantime, please contact us at info@enb.gov.pg to request an accessible version of any document
- Third-party embedded content: Some embedded maps, data dashboards, and external widgets may not fully conform to WCAG 2.1 AA. We are working with our content and technology partners to address these issues
- Legacy page content: Some older pages and content migrated from previous website versions may contain accessibility issues. These are being identified and corrected as part of our ongoing accessibility programme
- Video content: Existing video content on the site does not currently include captions or audio descriptions. This is a priority area for improvement in 2025
- Language accessibility: The ENBPHA website is currently available in English only. Tok Pisin translations of key health information pages are planned as part of our inclusive communications strategy
Assistive Technologies
The ENBPHA website has been tested for compatibility with the following assistive technologies and browser combinations:
- NVDA screen reader with Google Chrome on Windows
- VoiceOver with Safari on macOS and iOS (iPhone/iPad)
- TalkBack with Google Chrome on Android
- Windows High Contrast Mode with Microsoft Edge
- Zoom text magnification up to 200% on major desktop browsers

Physical Accessibility
ENBPHA is committed to ensuring that our health facilities are physically accessible to all patients and visitors, including people with disabilities and people with reduced mobility.
Our commitments for physical accessibility at ENBPHA facilities include:
- Wheelchair access ramps and accessible entrances at Nonga General Hospital and district hospitals where infrastructure permits
- Dedicated accessible parking bays at major health facilities
- Accessible toilet facilities for patients and visitors with disabilities
- Sign language interpretation services on request for Deaf patients — please notify reception in advance when making an appointment
- Patient communication support for people with hearing or speech impairments, including written communication options
- Priority queuing and seating for people with disabilities, elderly patients, pregnant women, and patients accompanied by young children
ENBPHA recognises that physical accessibility infrastructure in some health centres and aid posts across rural and remote ENB may be limited. We are committed to progressively improving accessibility as part of our infrastructure development programme in partnership with the Department of Works and Highways and development partners.

ENBPHA welcomes feedback about the accessibility of our website and our health facilities. If you encounter an accessibility barrier, experience difficulty accessing any of our content, or would like to suggest improvements, we want to hear from you.

Review & Updates
This Accessibility Statement is reviewed annually by ENBPHA's ICT Unit and Corporate Services Division. It will be updated to reflect improvements made to our website's accessibility, changes in technology or standards, or in response to feedback received from users.
ENBPHA's accessibility roadmap for 2025–2026 includes the following planned improvements:
- Full accessibility audit of all ENBPHA website pages against WCAG 2.1 AA criteria
- Remediation of all legacy PDF documents to ensure they are tagged and screen reader-compatible
- Addition of captions and audio descriptions to all video content
- Translation of key health information pages into Tok Pisin
- User testing with people with disabilities, including community members from ENB Province
- Staff training on creating accessible digital content for all communications staff
